For a rented home in England the answer starts simply: an Electrical Installation Condition Report must be renewed at least every five years. That is the maximum interval set by the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, and it applies for as long as the property is let.
The word doing the work in that sentence is maximum. Five years is a ceiling, not a schedule, and there are several ordinary situations where a report is due sooner.
When the clock resets early
- The report says so. An inspector can recommend a shorter interval — three years, or one — where the installation’s age or condition warrants it. That recommendation is part of the report and it replaces the five-year default.
- The installation changes. A rewire, a new consumer unit, or a significant alteration means the property that was inspected is no longer the property you have.
- Something goes wrong. Repeated tripping, scorch marks, a shock from an appliance or a fitting: these are reasons to have the installation looked at now, not at the next renewal.
- You are letting for the first time. A property coming into the rented sector needs a valid report before the tenancy begins.
Counting from the right date
The five years runs from the date of the inspection, not from the date the tenancy started or the date you received the paperwork. It is worth writing the renewal date into whatever system you use for gas safety and insurance renewals on the day the report lands — it is a long enough interval that it is easy to lose.
A certificate that expires mid-tenancy is still your responsibility. The duty does not pause between tenants.
Who needs a copy, and when
Having the report is only half of it. Existing tenants must be given a copy within 28 days of the inspection; a new tenant must have it before they move in; a prospective tenant who asks must receive it within 28 days of asking; and the local authority must be given a copy within 7 days of requesting one.
Keeping a PDF where you can find it in under a minute is, in practice, the whole compliance exercise. The inspection is the easy part.
